Matt Poss

The Big Picture

Matt brings nearly 20 years of healthcare experience across inpatient hospitals, long-term care, and outpatient clinics. He takes a data-driven, logical, and highly collaborative approach to decision-making to ensure the best outcomes for the whole community.

Serves on the Utah Housing Coalition Board, is Treasurer of the Ballpark Action Team, and acts as a vital representative on both the State Medicaid Advisory Committee and the Intermountain Health Community Health Advisory Board.

He is a proud father and part of an urban Native family; his wife and children are members of the Cheyenne River Sioux Tribe (Eagle Butte, SD).

Dan Hampton

An accomplished administrative partner with over a decade of experience supporting senior leaders across the nonprofit, tech, blockchain, and government sectors. Dan keeps day-to-day operations seamless through complex calendar management, event orchestration, and precision communication.

Deeply proficient in Microsoft Office 365, operational streamlining, and in-depth research to drive efficiency. Holds a Bachelor's in Political Science from the University of Utah.

Known for a proactive, solutions-oriented approach that lets executives focus entirely on strategic priorities.

A licensed mental health counselor with more than 20 years of direct provider and leadership experience across the non-profit sector. Rochelle spearheads data-driven improvement and accountability, working across all departments to strengthen patient-centered care.

Proudly carries Yucatec Mayan Central American heritage.

When she's not optimizing care delivery, you can find her cooking, climbing mountains, or out walking her dog, Chip.

Craig Sandoval

Hailing from the Navajo Nation (Pueblo Pintado, NM), Craig has dedicated 13 years to elevating health outcomes in tribal communities, including a decade of executive leadership spanning the Indian Health Service, Tribal 638, Section 17 clinics, and Global Health initiatives in Guatemala and Peru.

His expert-level work in Behavioral Health and Clinical Operations is profoundly anchored in indigenous wellness philosophies, specifically the Navajo Wellness Model: “Sha Bik’ehgo Hozhoogo As’ah Oodaal.”

Merges traditional Navajo, Hopi, Kewa, and Mayan insights to create deeply responsive, culturally sensitive care.

Som oversees UICSL's complete financial architecture, directing everything from billing, grants, and contracts to inventory, vendor management, and annual audits.

Extends his financial expertise as the Board Treasurer for the Utah Coalition Against Sexual Assault (UCASA) and Program Chair for the Utah chapter of the Healthcare Financial Management Association (HFMA).

Driven by a passion for continuous learning, Som holds three master's degrees! Outside numbers, he loves film, trivia, sports, travel, performing arts, and collecting wine.

Eva Leyer

Eva brings 11 years of multi-faceted human resource expertise to UICSL, covering HR coordination, benefits, payroll, and general HR management across both for-profit and non-profit community health sectors.

Graduated with Honors with a B.S. in Business Management (2014) and earned her professional PHR certification in 2020.

Eva lives by inspirational wisdom. One of her favorite guiding quotes is: “Individually, we are one drop. Together, we are an ocean.”

Introduction & Lineage

Yá'át'ééh. Shí éí Rhonda "Honey" Duvall yinishyé, Ta'neeszahnii nishłį́, Naahiłii báshíshchíín, Ma'íí deeshgíízhiníí dashicheii. (Born for the Tangle Clan; African American paternal descent; maternal grandfather is of the Coyote Pass Clan).

Rhonda leads the newly established Outreach Department, a passionate team dedicated to strengthening programs and linking youth, families, and community members. Her history with UICSL runs deep—she attended programs here as a child, later returning as a dedicated volunteer for Family Programs and critical COVID-19 initiatives.

Coordinates the Rebalancing Culture Program, creating intentional spaces for cultural events that foster identity, pride, and belonging.

Dedicated to ensuring UICSL remains a trusted intersection where culture, community, and care meet so that everyone feels seen and empowered.
