With dual master’s degrees and over seventeen (17) years of AI/AN health and leadership experience in federal, tribal, and urban Indian health programs, Mr. Alan Barlow (Navajo/Diné), MS, MSHR, serves as UICSL’s Executive Director and exemplifies the notion that “culture” is not an abstract concept, but a source of everyday inspiration that drives service-line development and improvement.

has over 15 years’ experience working in the healthcare system, with eight of those a leadership/supervisorial capacity. He has worked with inpatient, long term acute care, inpatient acute rehab hospitals, skilled nursing facilities, and outpatient clinics. Matt holds a Masters in Healthcare Administration and enjoys working collaboratively by making sure that's what done is best for the whole by utilizing analytics, logic, and experience.

has similarly served with UICSL for 14 years. She is now the Director of Community Health Services and the primary liaison to our AI/AN elders and families.

has grown with UICSL over the last seven (7) years and currently serves as our Director of Clinical Operations. His focus is on expanding UICSL medical and clinical services such that all urban AI/ANs in Salt Lake have access to quality treatment services.

Dan loves to serve and bring joy to people from all communities while working with leadership to improve our organization and the world around us.

has 11 years in the human resource field in various roles i.e., HR Coordinator, HR Generalist, HR Benefits & Payroll Specialist and HR Management. She graduated with Honors with a BS in Business Management in 2014 and went on to gain her PHR in human resources in 2020. is a licensed mental health counselor in Washington and Utah. She brings over 15 years of experience in the non-profit housing sector, mental health courts and healthcare systems. Rochelle is a Utah Mental Health Counselors Association member and a Legislative and Public Policy Committee member. Rochelle received her undergraduate degree from University of Utah and her Master’s degree from Antioch University – Seattle. She lives in Utah and enjoys climbing and hiking with her dog, Chip.
